the French Intellectual Property Code (1).
However, this assertion is subject to an exception given by
article L.122-5 of the French Intellectual Property Code (2).

Written and/or put on-line by the paris.fr site editorial
staff, these contents cannot be reproduced freely without indicating
their source. Likewise, deep linking is prohibited, which means that
the pages of the paris.fr site must not be included in the pages of another
site.

Article L.122-5 of the French Intellectual Property Code
lays down the principle according to which, "once the work has been divulged,
the author cannot forbid the distribution, even in full, by means of
the press or television broadcasting, for news purposes, of speeches
addressed to the public made in political assemblies, (...), as well
as in public meetings of a political nature and official ceremonies ".
Speeches made by elected representatives constitute an exception to copyright.
Partial or complete reproduction of these speeches is therefore allowed,
subject of course to the mention of the author's name and the source.
